Lawmakers float idea of free community college for high school grads

SALEM, Ore. ? In an effort to help students get a college education, lawmakers proposed an initiative Tuesday to make two years of community college free to qualified Oregon high school graduates.

Lawmakers on the interim Senate Education and Workforce Development Committee at the Capitol, and those who testified before it, acknowledged there are still many questions that need to be answered and much work lies ahead to implement such a program.

Gov. John Kitzhaber threw in his support for the idea through his education policy adviser Ben Cannon. The governor was scheduled to testify before the committee but was unable to make it because of the continuing negotiations with leading legislators of both parties in an effort to strike a deal on the so-called "grand bargain" of state public pension reform and taxes.

Chairman Sen. Mark Hass, D-Beaverton, said the committee has kicked around the idea of the state paying for community college for a while and worked on the concept all summer. He said initial calculations pointed to a cost to the state of about $250 million to pay for every Oregon student who graduated high school.

The idea is that "they would be earning a two-year degree, or to become a welder, or a medical assistant, or earning a certificate, or taking core classes through which they could easily transfer to a (four-year school)," he said.

As the concept stands now, a qualifying high school graduate would need to have an accumulative GPA of at least 2.0.

Citing figures from the Oregon Department of Education, Bob Brew, interim executive director of the Oregon Student Access Commission, said that based on state numbers, just over 17,000 students would be eligible for the program each year.

Brew said there would be factors that could lower the cost to the state, including students who have scholarships to other schools, don't live near a community college or choose not to go to college.

"We could also assume that many of the students would qualify for Pell grants, the Oregon Opportunity Grant or other types of financial aid," he said, adding that it is still unknown how many students would take advantage of the program.

However, Brew acknowledged his calculations were based on tuition costs remaining the same and that tuition would actually increase over time. He also said costs could increase because of the need for capital improvements or increased staffing needed to handle more students who may choose to go to community college.

Cannon said the governor was looking at the possibility of legislation for the program being introduced in the 2014 legislative session and enactment in 2015.

"I think for the governor what is particularly exciting and appealing about this idea ... was the idea of the power of a promise to students ? a promise of access and affordability," Cannon said. "What is clear is that the combination of the rising tuition fees and cost of living has meant that too few Oregon high school students see post-secondary education as a viable option."

He outlined some principles Kitzhaber wanted the committee to consider before moving forward with the idea. Those included, sustainability of the program, controlling costs and maximizing federal funding.

In addition to the concerns of costs associated with capital improvements and more staff, the issue of students having "skin in the game" was of concern to some lawmakers and it was apparent that it is a concern to the governor as well.

"Free should not imply a blank check from the state," Cannon told lawmakers.

In addressing the "skin in the game" concern, Hass proposed that students contribute a $100 copay a term or through a work study.

There are many questions to be sorted out and Hass acknowledged that by saying "to be continued" before moving on to another committee subject.

Miley might've unfollowed Liam on Twitter, thus making a very public statement to back up the long suspected trouble in paradise.

Miley Cyrus is reportedly not happy with the new crop of rumors regarding her fiance, Liam Hemsworth, and his supposed new flame, January Jones.

Multiple outlets are reporting that Cyrus, an active Twitter user, has unfollowd her fiance on the social networking site following the recent sexting allegations.

Though it is unclear whether Cyrus actually followed Liam to begin with when he joined Twitter in June, it seems plausible that she had -- especially since the "Hunger Games" star followed her right off the bat, and is doing so to this day. However now, if you look through Cyrus' list of 283 people followed, Hemsworth is noticeably missing.

According to Just Jared, the purported diss was discovered by fans of the couple. TMZ adds that the two have rarely been seen together in the last few months, aside from Liam's "Paranoia" premiere in August.

Williams, Azarenka match-up: How friends become opponents

The two women facing each other in Sunday's US Open final, Serena Williams and Victoria Azarenka, are friends off the court, but fierce rivals on it. If she wins, Williams will move one step closer to joining her heros on a list of most grand slam singles trophies.?

World number one Williams?will be shooting for her 17th grand slam singles title and fifth U.S. crown when she defends against two-time reigning Australian Open champion Azarenka, who fell 7-5 in the third set to Serena in last year's Flushing Meadows final.

Williams said she and Azarenka have no trouble getting their game faces on for a showdown.

"We completely get along, and once the match is on we are completely opponents," said Williams. "That's what it's about.

"We leave everything on the court, play as hard as we can, almost as if we've never met each other in our lives."

Azarenka said Williams?brings out the best in her.

"She's obviously an amazing player. She's the greatest of all time," said the 24-year-old Belarussian.

"When you play against Serena, you have to play your best because she makes me play my best.

"I think I kind of do the same way to her. I think we kind of raise each other's level all the time and take each other to the limit - to go out of that place where you sometimes don't know how far you can go, but you just still go for it."

Williams leads their career head-to-head 12-3, but Azarenka is gaining ground with wins in two of their last three meetings.

The world number two beat the American in the final in?Cincinnati, taking the U.S. Open run-up event by 8-6 in a third-set tiebreaker, and in the final this year at?Doha.

"You've got to fight," Azarenka said about taking on Williams. "You've got to run, you've got to grind, and you've got to bite with your teeth for whatever opportunity you have."

Williams, a 6-0 6-3 winner against?China's?Li Na?in the semi-finals, has been overpowering in the tournament, losing a mere 16 games from six straight wins.

Azarenka has been more uneven, dropping two sets along the way and struggling at times to hold serve, but she looked to be approaching top form with her 6-4 6-2 demolition of Italian?Flavia Pennetta?in the semi-finals.

Williams said she expected Azarenka to raise her level when they face off in?Arthur Ashe Stadium.

"I definitely feel like when she plays me she plays her best, by far. I have seen her play other players, and when I play her I'm playing a totally different player," Williams?said. "Obviously, she brings her best game."

Williams shrugged off her recent results against Azarenka, saying the grand slam stage was an entirely different matter.

"Different energy, different opportunities. This is for a grand slam," underlined Williams. "I mean, she's trying to win yet another one, I'm trying to win one myself."

Azarenka has yet to beat Williams?in a grand slam event, losing all seven of their previous meetings.

Williams, who won her first slam singles 14 years ago by defeating?Martina Hingis?at the U.S. Open, has become increasingly aware of her status on the all-time lists, saying that she measured greatness by the numbers.

A 17th grand slam title would put her just one shy of two of her tennis heroes -?Chris Evert?and?Martina Navratilova, who share fourth place on the all-time list of most grand slam singles trophies.

"I thought about that, but I can't think about that," said Williams?about her quest to reach 18. "It's still so close but it's still so far. I have to win against a great player and I have to play great tennis."

A win for Williams, who turns 32 this month, would put her in the record books as the oldest U.S. Open women's champion since tennis turned professional in 1968, eclipsing?Australian Margaret Court, who was 31 years and 55 days old when she triumphed in 1973.

Victory will be extra lucrative for Sunday's winner.

Besides the $2.6 million prize for claiming the title, Williams?would receive a $1 million bonus for having won the U.S. Open series of run-up events, while Azarenka would pocket an additional $500,000 with the win for being the Open series runner-up.

For the second time, some members of the Living Faith Church Worldwide, better known as Winners Chapel have attacked another set of officials of Ogun State Government.

A reporter and cameraman of the state television station, OGTV, were the latest victims.

The State Commisioner for Information and Strategy,Alhaji Yusuph Olaniyonu,identified the assaulted officials as Mr Peter Falomo, a reporter with OGTV and his cameraman, Lekan Egunjobi.

The duo,according to the statement by the commissioner, were severely beaten and their camera was damaged when they went to the Ota premises of the church to cover the service of building inspection notices by officials of the Ministry Of Urban and Physical Planning.

The video camera of the TV crew was forcibly seized and damaged in the process. The camera was only released after the recording had been wiped off.

?Apart from the TV crew, two officials of the Ministry were also injured by the irate church members who prevented the team from entering the premises.

?The assault was witnessed by the Head Pastor of the Church, Bishop David Oyedepo who equally was visibly angry by the decision of the officials to attempt to carry out their statutory duties in his church premises.

?At a point, the Bishop was saying unprintable things while querying the audacity of the state officials to attempt to regulate building of structures for commercial purposes in his church premises.

? The officials of the Ministry of Urban and Physical Planning who were accompanied by policemen had, following the previous day similar assault of their counterparts in the OGIRS, earlier made a report of their planned visit to the Winners Chapel premises at the Divisional Police Station, Onipanu, Ota?,the statement read in parts.

Those wounded were taken to the General hospital in Ota where they were treated and subsequently discharged.

It was gathered that the matter has also been reported to the police.

Commenting on the development, the General Manager in the Ogun State Urban and Physical Planning Board, Mr Stephen Adewolu, who was part of the team that was molested in Ota, expressed shock at the lawlessness displayed by the Winners Chapel members and their leaders.

According to him,?No organisation can carry on as if it is above the law. We have information that the people in that church are just building structures indiscriminately without building approval, without necessary environmental impact assessment reports and they are violating planning laws and regulations.

? We only went there to serve statutory notices on the on-going building development and they are behaving as if the premises of the church is not covered by the laws of the state in which it is located?, he said.

The State Attorney-General and Commissioner for Justice,Mrs Abimbola Akeredolu confirmed to our correspondent that her Ministry is studying the the facts on the two incidents with a view to take appropriate legal measures.

Also, officials of the Winners Chapel had shunned meetings of the Stakeholders Forum established by the state government for representatives of organisations located in the state to deliberate with the government on issues of common interest, particularly compliance with extant laws on physical planning and taxation.

On Thursday afternoon, security personnel of the Kingdom Heritage Nursery and Primary School, a commercial venture located within the complex of Winners Chapel, had violently assaulted tax officials and damaged assets of the Ogun State Internal Revenue Service?

It's hard not to watch Fruitvale Station with a coiled dread... Yet, Coogler's greatest achievement may be in reminding us that Grant was a work in progress with people who loved him in spite of his flaws and because of his hopes.

We feel the death on the platform so acutely not because it's a stupid act of randomness, but hardly untypical racist violence, but because we've come to love this man.

Michael B. Jordan (The Wire and Friday Night Lights) plays Oscar with the heart and compelling charm required to make us feel close to him.

It's a story of one young man's tragedy, a story that resonates with so many other tragedies. Oscar Grant wasn't some mere symbol; this film makes him flesh and, unfortunately, blood.

An eloquent memorial for a man who barely experienced life, and a haunting reminder of how quickly it can be lost.

Some of this narrative feels cliched, but Coogler and his actors make it work by leaning toward understatement.

A good first film but not quite deserving of the hype. The best parts have nothing to do with Oscar Grant's murder but the quotidian tale of survival by a young man with the best of intentions.

The performance by Michael B. Jordan is authentic and convincing, and helps us stay engaged in a film that wants to be mundane until its explosive finale.?

In the wake of the Trayvon Martin verdict, this compassionate film reclaims the humanity of victims transformed into political symbols and provides context for those who think the media and not Zimmerman's bullet 'injected race' into the Martin killing.

One of the year's best films.

This dramatic story is told in a fair and balanced way, supplemented with excellent acting.

A powerful acknowledgement of existence

It's funny how the bloated, overly lengthy studio blockbusters have far less impact than 90 minutes of a relatively brief, CGI-free 'little' movie such as 'Fruitvale Station.'

The slow first hour is more than compensated for by the half hour climax that leaves one in tears.

As Grant, Michael B. Jordan's stunning good looks and immaculately restrained acting affects even those who don't want to be manipulated-who want to watch this story with unfogged eyes.

Without emotion-tweaking music or too much fictional streamlining and highlighting, he captures a sense of the random and pointless horror of a young man shot in the back while laying on his stomach

...writer-director Ryan Coogler and his actors do such a good job the film is consistently compelling despite its predestined finale.

after seeing Fruitvale Station you should come away with the impulse to muse on the life behind the next tragic homicide in the news that sparks debate ...

The film is both personal and universal. Jordan can be so touching, and his intimidating ferocity is palpable. This is an important picture with a breakout performance.

Angola July forex reserves rise to $33.37 bln - central bank

LISBON (Reuters) - Angola's foreign exchange reserves rose to $33.37 billion in July from $32.44 billion in June, the central bank said in a statement posted on its website on Friday.

Angola, Africa's second-biggest oil producer after Nigeria, depends on crude exports for over 95 percent of its foreign exchange earnings.

Italian warship could evacuate Lebanon troops: navy

ROME/BEIRUT: Italy has dispatched a warship to the eastern Mediterranean that could evacuate Italian troops from Lebanon if the conflict in neighboring Syria spills over the border, the navy said on Friday.

"This is the best possible asset to act quickly in case of an evacuation," a navy spokesman told AFP.

The Andrea Doria, a 153-metre (502-foot) long destroyer, "will monitor the situation", he said.

Italy has 1,100 soldiers deployed in Lebanon, where it heads up the United Nations Interim Force in Lebanon (UNIFIL) on the unstable southern border with Israel.

A total of around 10,000 soldiers take part in UNIFIL.

UNIFIL spokesperson Andrea Tenenti told The Daily Star that the navy warship was not "a UNIFIL issue" and that all its staff was still in Lebanon.

Quoted in Italian media on Friday, UNIFIL chief Paolo Serra said there was "tense calm" in southern Lebanon.

"There have been moments of tension in recent weeks", he said, as the possibility looms of US-led military strikes on the Syrian regime in retaliation over the alleged use of chemical weapons against civilians.

The Italian navy said the warship was already in the area, which has seen a major concentration of international naval assets in the last few days.

The navy said it had also sent a frigate, the Maestrale, to patrol off the coast of Lebanon.

The Italian government has ruled out taking part in any armed intervention in Syria without a mandate from the United Nations Security Council. -With The Daily Star

Former football players sue NCAA over concussions

(AP) ? Three former college football players are suing the NCAA, saying it failed to educate them about the risks of concussions and did not do enough to prevent, diagnose and treat brain injuries.

Chris Walker and Ben Martin, who played for Tennessee from 2007-2011, and Dan Ahern, who played for North Carolina State from 1972-76, filed a class-action lawsuit in federal court in Chattanooga, Tenn., on Wednesday.

The complaint alleges the NCAA failed to meet its obligation to former players and because of its neglect the players are "suffering the dramatic consequences." The lawsuit seeks an NCAA to fund a medical-monitoring program for former football players.

The lawsuit is similar to one filed in federal court against the NCAA in 2011 in Illinois. Attorneys in that case recently asked a judge to make it a class-action suit.

Last week, the NFL agreed to pay more than three-quarters of a billion dollars to settle lawsuits from thousands of former players who developed dementia or other concussion-related health problems they say were caused by the game.

The Tennessee lawsuit was filed by Washington-based attorney Michael Hausfeld, who is also the lead attorney in the O'Bannon case that is seeking damages from the NCAA for using athletes' images and likenesses to make billions of dollars.

"The NCAA has not taken the necessary steps to protect these former players even though the medical tools to assist them have been available for some time," Hausfeld said. "It is not too late now for the NCAA to offer important education and needed medical testing to these former players."

Walker and Martin were defensive ends for the Volunteers. Walker, who lives in Chattanooga, played 50 games during his career, the last two as a starter. He had 12 career sacks. Martin, who lives in Knoxville, played 45 games and 4.5 sacks. Ahern, who lives in Pensacola, Fla., was an offensive lineman who earned letters for playing in 1974 and '75. None of them played in the NFL.

In the complaint, Walker and Martin claim to have had repetitive head trauma in scrimmages, practices, and games during their careers, and that they now suffer from severe headaches.

Ahern says in the lawsuit that he was flown from Pennsylvania to Raleigh for hospitalization after suffering a concussion in a game against Penn State during his senior year. He also claims to have an inability to concentrate, poor memory, a ringing in his ears, and sleeping problems. He has also suffered physical ailments and pain associated with these ailments leading to retirement at age 50 and disability as of 2007.

AAA Mich.: Gas prices rise 11 cents from last week

DEARBORN, Mich. (AP) -- AAA Michigan says gasoline prices have risen 11 cents during the past week to a statewide average of about $3.72 per gallon.

The auto club said Tuesday the average is about 32 cents per gallon less than last year at this time.

Of the Michigan cities it surveys, AAA Michigan says the cheapest price for self-serve unleaded fuel is in the Flint area, where it's about $3.67 a gallon. The highest average is in the Traverse City area at about $3.76.

Dearborn-based AAA Michigan surveys 2,800 Michigan gas stations daily.
